Requires the Secretary of State to submit annual reports to Congress on Mexico's water deliveries under the 1944 Treaty relating to the Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande

Mandates the report assess whether Mexico delivered a minimum of 350,000 acre-feet of water annually and its capability to deliver 1,750,000 acre-feet by the end of each five-year treaty cycle

Requires the President to deny all non-treaty emergency water requests from Mexico if the Secretary determines Mexico failed to meet its minimum annual water delivery obligation

Authorizes the President to limit or terminate engagement with Mexico related to economic sectors dependent on U.S.-delivered water or Rio Grande tributaries, except for cooperation on countering fentanyl and synthetic drug trafficking

Provides an exception allowing non-treaty water requests if the Secretary certifies the water addresses an ecological, environmental, or humanitarian emergency and is vital to U.S. national interests
