Prohibits all U.S. voluntary and assessed contributions to the United Nations for Afghanistan assistance until the Secretary of State certifies to Congress that no U.S. funds are used in UN cash shipments into Afghanistan

Requires certification that no specially designated global terrorist organizations or foreign terrorist organizations receive funds from UN cash shipments to Afghanistan

Mandates the Secretary of State revoke the certification and notify congressional committees with detailed justification if the certification is later determined to be inaccurate

Defines foreign terrorist organizations as those designated under section 219 of the Immigration and Nationality Act, and specially designated global terrorists as those designated under Executive Order 13224
