Requires the federal government to provide aliens in DHS custody with at least one free 10-minute call to an immediate family member within the first 5 hours of detention and upon arrival at any new location

Mandates 200 free minutes per month for outgoing communications with family members and unlimited free minutes for communications with legal counsel, consulates, immigration courts, and oversight officials

Prohibits detention facilities from restricting the number or duration of calls between detainees and their legal representatives, and bars counting incoming calls toward the monthly free minute allotment

Requires all communications with legal counsel and oversight officials to be unmonitored, unrecorded, and conducted in spaces with auditory privacy, unless a court-issued warrant authorizes surveillance

Directs the Secretary of Homeland Security to establish protocols preventing facilities from dissuading or retaliating against detainees for accessing communication services
