Amends the Posse Comitatus Act (18 U.S.C. 1385) to allow Congress to terminate any exception permitting military deployment for domestic law enforcement through a joint resolution of disapproval

Establishes expedited procedures for congressional consideration of disapproval resolutions, including 5-day committee deadlines, waived points of order, and limited debate time (10 hours in Senate, 2 hours in House)

Extends the same congressional termination authority to National Guard and Reserve activations under 10 U.S.C. 12406 for suppressing insurrection or executing federal laws

Appropriates $900 million in emergency funding for fiscal year 2026: $600 million for Byrne Justice Assistance Grants, $150 million for community violence intervention, $50 million for emergency law enforcement assistance, and $100 million for COPS hiring grants

Prohibits any of the appropriated funds from being used to assign federal law enforcement personnel to states and localities
