Amends the Federal Tort Claims Act (28 U.S.C. § 2680) to prohibit the President from bringing tort claims against the federal government

Bars any individual who becomes President while a tort claim is pending from continuing that claim

Applies retroactively to all claims regardless of when the underlying act or omission occurred

Takes effect immediately upon enactment and applies to both pending claims and future claims filed after the date of enactment
