FCC appoints 8 members (telecom providers, handset manufacturers, 911 service providers, public safety answering points, state and local government representatives) while HHS appoints 7 members (988 Lifeline, Veterans Crisis Line, SAMHSA, mental health organizations, deaf/hard of hearing advocates)

Committee must study consumer privacy considerations, technical implementation standards for telecom and crisis center providers, and potential funding requirements for implementing geolocation transmission

Report with legislative recommendations due to Congress and FCC within 1 year of enactment; committee terminates 30 days after submitting the report

No additional appropriations authorized; implementation funded through existing appropriated amounts
