Amends the Congressional Budget Act of 1974 to require the CBO Director to evaluate whether proposed legislation would produce net budget savings in "budgetary outyears" through preventive health care measures, upon request from Budget Committee and primary jurisdiction committee leadership in either chamber

Defines "budgetary outyears" as two consecutive 10-year periods beginning 10 years after the current fiscal year, allowing CBO to project potential savings over a 20-30 year horizon beyond standard scoring windows

Requires CBO to include descriptions and estimates of long-term budget outlay reductions in projections when preventive health savings are identified, along with the basis for those conclusions

Limits the use of these preventive health savings estimates to supplementary purposes only; estimates cannot be used to determine compliance with budget enforcement rules or spending caps

Defines "preventive health care" as actions protecting public health and preventing disease, disability, and premature death, with effectiveness demonstrated through clinical trials, epidemiological models, longitudinal studies, or meta-analyses
