Prohibits rental property owners from subscribing to or contracting with "coordinators" that collect pricing data from multiple landlords and use algorithms to recommend rental prices, lease terms, or occupancy levels

Makes performing a "coordinating function" unlawful, including collecting historical rent prices or supply data from 2+ property owners and using software to analyze or recommend pricing across properties

Classifies violations as per se violations of the Sherman Antitrust Act and unfair methods of competition under the FTC Act, enforceable by the FTC, Attorney General, and state attorneys general

Allows aggrieved individuals to bring private civil actions for treble damages plus attorney fees, with pre-dispute arbitration agreements unenforceable at the plaintiff's election

Applies to residential dwelling units including houses, apartments, and manufactured homes, but excludes medical care facilities, long-term care, and detention facilities
