Repeals the Tiahrt Amendments across fiscal years 2005-2012, removing restrictions on ATF's ability to share and use firearms trace data for law enforcement purposes

Eliminates the prohibition on consolidating or centralizing firearms acquisition and disposition records maintained by federal firearms licensees within the Department of Justice

Removes the requirement that NICS background check records be destroyed within 24 hours, allowing longer retention of instant check records

Allows ATF to require physical inventory checks of licensed firearms dealers and permits electronic searching of out-of-business dealer records by name or personal identification code

Lowers the standard for revoking or denying federal firearms licenses from "willful" violation to "knowing" violation, and eliminates de novo judicial review for license denial appeals
