Requires all firearm transfers between unlicensed individuals to go through a licensed dealer, importer, or manufacturer who must conduct a background check under existing federal law

Exempts transfers to law enforcement, military, and armed security professionals acting in official capacity, as well as loans/gifts between immediate family members (spouses, domestic partners, parents, children, siblings, grandparents, grandchildren, aunts/uncles, nieces/nephews)

Permits temporary transfers without background checks to prevent imminent death or bodily harm, at shooting ranges, during hunting/trapping/fishing, or while in the presence of the firearm owner

Requires licensed dealers to provide notice of the background check requirement to firearm purchasers, who must certify receipt of the notice on a form prescribed by the Attorney General

Takes effect 180 days after enactment and explicitly prohibits establishment of a national firearms registry while preserving state authority to enact laws on the same subject
