Amends Section 1886(h)(5)(A) of the Social Security Act to exclude certain medical residency programs from Medicare-approved status

Residency programs that offer abortion training must use an opt-in model where participants voluntarily elect to receive training in performing abortions, assisting with abortions, or providing counseling/referrals for abortions

Programs that require abortion training without voluntary opt-in, or that discriminate against residents who decline such training, would lose their status as approved Medicare residency programs
