Reauthorizes the Medicare Rural Hospital Flexibility Program permanently, extending funding from fiscal year 2011 through each subsequent fiscal year indefinitely

Expands grant support for critical access hospitals, rural health clinics, and rural emergency hospitals for quality improvement, performance benchmarking, behavioral health services, substance use disorder treatment, and public health emergency response

Authorizes grants to help critical access hospitals convert to rural emergency hospitals to stabilize emergency services in their communities

Creates outreach programs to inform rural hospitals about direct graduate medical education funding, including eligibility for residency positions at critical access hospitals, sole community hospitals, and facilities within 10 miles of sole community hospitals

Establishes equal national distribution of grants to eligible small rural hospitals (under 50 beds in rural areas or rural emergency hospitals) through State Offices of Rural Health for computer equipment, staff training on billing and quality improvement, and delivery system reform programs
