Blocks appropriations for U.S. assessed or voluntary contributions to the UN that would fund implementation of a global carbon tax

Defines "global carbon tax" as a tax under a global fuel regime requiring vessel owners/operators to reduce greenhouse gas emissions and imposing set costs based on emission levels
