Prohibits discrimination based on religion, sex (including sexual orientation and gender identity), and marital status in child welfare services receiving federal funding under Title IV or related Social Security Act programs

Creates a private right of action allowing aggrieved individuals to sue in federal court for injunctive relief, attorneys' fees, and other remedies

Requires the Secretary of Health and Human Services to collect data through the Adoption and Foster Care Analysis and Reporting System on sexual orientation and gender identity of foster youth and parents, and to establish a National Resource Center for LGBTQ children and youth in child welfare

Mandates culturally competent, affirming service delivery and staff training for covered entities, with technical assistance provided to ensure compliance within 6 months to 1 year of enactment

Authorizes withholding of federal child welfare funding from non-compliant states and explicitly excludes Religious Freedom Restoration Act claims as a defense against enforcement of this Act
