Creates federal criminal offense for providing adoption intermediary services without proper licensing, punishable by up to $50,000 fine and 5 years imprisonment for individuals, or $100,000 fine for organizations

Prohibits unlicensed adoption advertising that solicits prospective adoptive parents or placing parents, or offers to pay expenses related to birth or adoption

Bars payments exceeding $2,500 to placing parents before they consult with a licensed child-placing agency or attorney in their state of residence

Exempts public child-placing agencies, licensed private agencies, state-licensed attorneys, and accredited intercountry adoption providers from the prohibitions

Takes effect 120 days after enactment and preserves state authority to impose stricter requirements
