Requires the ATF National Tracing Center to establish electronic, searchable databases of all firearm importation, production, shipment, receipt, sale, and disposition records within 3 years of enactment

Allows licensed firearms dealers to voluntarily provide electronic access to their records or relinquish non-electronic records to ATF after 10 years from the transaction date

Limits database searches to bona fide law enforcement investigations, foreign intelligence purposes, and compliance inspections of licensees who submitted records

Prohibits the database from being searchable by personally identifiable information of individuals, while allowing searches by date, license number, manufacturer, serial number, model, type, and caliber

Mandates GAO audits every 2 years on ATF compliance with these requirements, with reports submitted to the Senate and House Judiciary Committees
