Authorizes the Director of the Office of National Drug Control Policy to award grants up to $75,000 per fiscal year to Drug-Free Communities coalitions that partner with local elementary, middle, or high schools to implement youth substance use prevention programs

Allows initial grant recipients to receive renewal grants for up to 3 additional fiscal years to continue their school-community partnerships

Requires eligible coalitions to have a memorandum of understanding with at least one local school and submit a detailed plan for implementing drug prevention programs tailored to the student population

Authorizes $7,000,000 annually for fiscal years 2026 through 2031, with up to 8 percent available for administrative costs

Funds must supplement rather than replace existing federal and non-federal drug prevention funding for local schools
