Funds Department of Energy programs including $3.29 billion for Energy Efficiency and Renewable Energy, $1.69 billion for Nuclear Energy, $8.25 billion for Science, $875 million for Fossil Energy, and $20.07 billion for NNSA Weapons Activities

Authorizes DOE to establish a consent-based program for interim storage of spent nuclear fuel and high-level radioactive waste, requiring agreements with state governors, local governments, and affected Indian tribes before siting any consolidated storage facility

Appropriates $200 million for Appalachian Regional Commission, $952.7 million for Nuclear Regulatory Commission, and funds for regional development commissions including Delta, Denali, Northern Border, and Southeast Crescent Regional Commissions
