Requires the President to impose sanctions on Chinese nationals and entities operating in economic sectors where they have engaged in significant theft of U.S. intellectual property, including asset blocking and visa/entry restrictions

Sanctions apply to individuals who are Chinese nationals or act at their direction, and entities organized under Chinese law or controlled by Chinese nationals

Prohibits visa issuance and U.S. entry for senior Chinese Communist Party officials (Politburo, Central Committee, 20th National Congress delegates), their spouses and children, Chinese cabinet members, and active People's Liberation Army members

Requires the President to submit a report within 180 days identifying persons meeting sanctions criteria, and the Secretary of State to report on visa screening efficacy and list research institutions linked to the PLA and Ministry of State Security

Allows the President to waive sanctions on a case-by-case basis with national security certification to Congress, and to terminate sanctions upon certifying that a person has stopped IP theft efforts
