Requires individuals conducting peer review for quality management of care at VA medical facilities to withdraw from case reviews if they have direct involvement with the care being reviewed or cannot conduct an objective, impartial assessment

Mandates each VA medical facility develop procedures ensuring that when a peer review committee member's own care is being reviewed, the evaluation must be conducted by a neutral peer review committee at a different VA facility

Amends Title 38, United States Code by adding new Section 7311B to Chapter 73 addressing conflicts of interest in VA healthcare quality management
