Codifies the Advisory Committee on Immunization Practices (ACIP) into federal law by amending the Public Health Service Act, establishing its duties, membership structure, and reporting requirements

Requires ACIP recommendations to be based on "preponderance of the best available, peer-reviewed scientific evidence," with the CDC Director required to adopt recommendations unless publishing a scientific justification for rejection within 48 hours

Sets ACIP membership at 15-19 voting members appointed by the Secretary from candidates recommended by the Comptroller General, with 4-year terms (7 years for the Chairperson) and expertise requirements in immunology, epidemiology, and vaccine research

Mandates ACIP consideration of newly licensed vaccines within 90 days of notification from license holders, with expedited review for breakthrough therapies and public health emergency vaccines

Authorizes $2.8 million annually for fiscal years 2026-2029 and requires any modifications to the Vaccine Injury Compensation Program's Vaccine Injury Table to be supported by preponderance of best available scientific evidence
