Grants conditional permanent resident status to individuals who entered the U.S. before age 18 and have been continuously present for at least 4 years prior to enactment, provided they meet education requirements (high school diploma, GED, college admission, or enrollment in school) or have served in the Armed Forces

DACA recipients automatically qualify for conditional status unless they have engaged in disqualifying conduct since receiving DACA; conditional status is valid for 8 years and can be extended

Conditional status can be converted to full permanent residency after completing 2 years toward a bachelor's degree, serving 2 years in the Armed Forces with honorable discharge, or working for at least 3 years while employed 75% of the time authorized

Applicants are disqualified if convicted of any offense punishable by more than 1 year imprisonment, or 3 or more offenses resulting in 90+ days aggregate imprisonment; waivers available for certain inadmissibility grounds for humanitarian purposes or family unity

Prohibits use of application information for immigration enforcement and bars referrals to ICE or CBP, with violations punishable by fines up to $10,000; Secretary must publish implementing regulations within 90 days of enactment
