Prohibits federal funds from being used to conduct or prepare for any explosive nuclear weapons test that produces any yield, unless the President submits a stockpile condition report to Congress and Congress enacts a joint resolution approving the test

Establishes U.S. policy to lead international negotiations on a "21st century global nuclear freeze," seeking multilateral agreements to verifiably freeze testing, production, and deployment of nuclear weapons and delivery vehicles

Calls for the U.S. to engage with Russia on resuming New START Treaty inspections and negotiating a follow-on agreement, and to pursue arms control talks with all nuclear-armed nations including China, India, Pakistan, and North Korea

Urges the President to seek Senate ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and convene head-of-state summits on nuclear disarmament modeled on the Nuclear Security Summits

Directs the U.S. to refrain from developing new nuclear warhead designs that could create pressure to resume nuclear explosive testing, and to seek reciprocal commitments from other nuclear-armed countries
