Secretary of State must submit a report to Congress within 120 days on internet freedom in Iran, prepared in consultation with the FCC and Department of the Treasury

Report must assess the feasibility of using direct-to-cell wireless communications and low-Earth-orbit (LEO) satellite internet systems to expand internet access for Iranians, including technical, regulatory, security, and cost considerations

Report must analyze the effectiveness of LEO satellite systems during the January 2026 Iranian protests, including vulnerabilities to signal jamming and recommendations for technology improvements to resist Iranian government countermeasures

Report must survey telecommunications providers active in Iran, including whether they are state-owned or state-controlled, foreign investment levels, and implications for censorship

Report must assess the feasibility of including commercial "off-the-shelf" technologies in existing grant programs that could provide unrestricted internet access while shielding user data from the Iranian government
