Amends Section 1521 of the American Indian, Alaska Native, and Native Hawaiian Culture and Art Development Act (20 U.S.C. 4441) to modify grant programs for Native Hawaiian and Alaska Native culture and arts development

Removes "private" from the qualifying entities eligible for grants under the program

Requires grant recipients to "establish and maintain" (rather than just "establish") certain program requirements

Mandates that governing boards for Native Hawaiian art and culture grants include Native Hawaiians and individuals recognized in Native Hawaiian art and culture, with members serving fixed terms

Simplifies governing board requirements by eliminating one subparagraph provision and reorganizing the statutory structure
