Authorizes $74,000,000 for each of fiscal years 2026 and 2027 to support the United Nations Population Fund (UNFPA), the UN's sexual and reproductive health agency operating in over 150 countries

Permits UNFPA to receive U.S. funding notwithstanding other legal restrictions, except for programs in China

Directs funding toward ending preventable maternal deaths, addressing unmet contraception needs, combating gender-based violence, and eliminating harmful practices like child marriage and female genital mutilation

Includes a congressional finding that UNFPA does not support or participate in coercive abortion or involuntary sterilization programs, and keeps U.S. contributions in segregated accounts compliant with U.S. legal restrictions

Establishes U.S. policy that improving women's health globally is a strategic foreign policy priority contributing to stability and economic growth
