Converts the VA's telescreening mammography pilot program into a permanent program by removing the "pilot" designation and extending the reporting deadline to May 1, 2027

Requires the VA to offer at least one mammography program in every state and Puerto Rico within two years, choosing from telescreening mammography, full-service mammography at VA facilities, or mobile mammography

Mandates that all mammography programs be accessible to veterans with paralysis, spinal cord injuries, or other disabilities in compliance with accessibility requirements

Preserves the VA's authority to expand telescreening mammography services beyond current pilot program facilities and states without existing VA breast imaging services
