Directs the President to issue an annual proclamation designating a month as African Diaspora Heritage Month and calls on state and local governments to observe it with appropriate programs and activities

Amends Chapter 1 of Title 36, United States Code by adding a new section 149 to codify the observance

Recognizes the African diaspora population in the U.S. has grown 246% from 2000 to 2019 and comprised approximately 50 million people as of 2024

Notes economic contributions including $10.1 billion in federal taxes, $4.7 billion in state/local taxes, and $40.3 billion in spending power (2015 figures), plus $46 billion in remittances sent to Africa in 2021
