State and local law enforcement agencies that receive Department of Justice funding are prohibited from executing warrants that don't require officers to announce themselves before forcibly entering a premises

The restriction on state and local agencies takes effect in the first fiscal year after the bill's enactment and applies to each fiscal year thereafter
