Increases annual family-sponsored immigrant visas from current levels to 480,000 and recaptures unused visas from fiscal years 1992-2025, while reclassifying spouses and minor children of legal permanent residents as "immediate relatives" exempt from numerical caps

Creates legal recognition of "permanent partners" throughout immigration law, extending spouse-equivalent immigration benefits to same-sex and other committed couples who cannot legally marry, including for family-based visas, refugee/asylee derivative status, and naturalization

Repeals the 3-year, 10-year, and permanent bars on re-entry for unlawful presence, reduces continuous residence requirements for cancellation of removal from 10 to 7 years, and expands waivers of inadmissibility for humanitarian purposes and family unity

Increases diversity visa lottery from 55,000 to 80,000 annually, raises per-country limits from 7% to 20%, and preserves visas for applicants affected by the Muslim/African travel bans or COVID-19 restrictions during fiscal years 2017-2022

Prioritizes refugee family reunification regardless of nationality, expands Priority 3 processing to all nationalities for relatives of refugees/asylees, and requires refugee family applications to be adjudicated within one year
