Allows Medicare beneficiaries to authorize family caregivers to access their personal health information through 1-800-MEDICARE by completing authorization form CMS-10106

Requires the Secretary of Health and Human Services to conduct outreach and education activities informing beneficiaries, healthcare providers, and caregivers about this authorization option

Mandates the HHS Inspector General to submit best practices for protecting beneficiaries against fraud related to unauthorized access of health information within 1 year of enactment

Requires training for 1-800-MEDICARE operators on providing resources and information to family caregivers, and creation of feedback mechanisms such as surveys for caregivers

Requires all outreach materials and authorization forms to be available in non-English languages and coordinated with State health insurance assistance programs and the Administration for Community Living
