Creates a new B-iii nonimmigrant visa category allowing relatives of U.S. citizens and lawful permanent residents to visit temporarily for "family purposes" including social occasions, major life events, and religious events

Eligible relatives include spouse, child, son, daughter, grandchild, parent, grandparent, great-grandparent, sibling, uncle, aunt, niece, or nephew

Limits authorized stay to 90 days per calendar year and requires visitors to obtain travel medical insurance or health coverage for international medical expenses

Requires the U.S. petitioner or sponsor to submit a declaration of financial support; petitioners lose eligibility if a previously sponsored relative overstayed their visa

Prohibits family purpose visa holders from changing immigration status while in the U.S., though those awaiting immigrant visas may still use this visa for temporary visits
