Requires the Secretary of State to submit reports to Congress within 180 days on Houthi indoctrination efforts promoting violent, anti-Semitic, and extremist worldviews, obstacles to humanitarian aid delivery in Houthi-controlled areas of Yemen, and human rights abuses including child soldier recruitment, torture, arbitrary detention, and gender-based violence

Authorizes sanctions under the Global Magnitsky Human Rights Accountability Act against Houthi members who impose unlawful restrictions on humanitarian assistance or engage in human rights abuses

Authorizes sanctions under the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act against Houthi members responsible for hostage-taking or wrongful detention of U.S. nationals abroad

Requires annual determinations by the Secretary of State, in consultation with the Secretary of the Treasury, on whether specific Houthi members meet criteria for sanctions

Contains a 5-year sunset provision terminating the Act's authorities
