Prohibits licensed firearms dealers from transferring a firearm to a buyer until the background check is fully completed, eliminating the current "default proceed" provision that allows sales after 3 business days if no response is received from NICS

Amends Section 922(t)(1) of title 18, United States Code, to require both dealer contact with the background check system AND receipt of a determination that the transfer would not violate the law before any sale can proceed

Removes the 10 business day maximum waiting period from the Brady Handgun Violence Prevention Act, allowing background checks to take as long as necessary to complete
