Requires the Secretary of State to develop a multi-year "Legal Gold and Mining Partnership Strategy" to combat illicit gold mining in the Western Hemisphere, with the strategy due to Congress within 180 days of enactment

Targets transnational criminal organizations, drug trafficking groups, and terrorist organizations (including FARC defectors and the ELN) that profit from illegal gold mining, trafficking, and commercialization in Latin America

Mandates classified briefings on Venezuela's illicit gold trade, including connections to Turkey and Iran, and directs coordinated financial investigations to track assets linked to money laundering from illegal mining

Establishes a public-private partnership with Colombia, Ecuador, Peru, and other democratic governments to support artisanal and small-scale mining (ASM) formalization, traceability, and responsible sourcing certification

Amends federal money laundering statutes (31 U.S.C. 5318A) to require consideration of precious metals transactions subject to U.S. sanctions when identifying primary money laundering concerns
