Eliminates FERC approval requirements for nonsubstantial alterations or additions to hydropower project works, routine maintenance and repairs, and seasonal or temporary operational adjustments made in response to circumstances beyond the licensee's control

Creates a new expedited licensing process for micro hydrokinetic energy projects (5 megawatts or less) that generate electricity from waves, tides, currents, or free-flowing water without impounding water

Establishes license terms of 10-20 years for micro hydrokinetic projects, with a mandatory 1-year deadline for FERC to take final action on applications

Requires FERC to issue implementing regulations within 180 days, including categorical exclusions under NEPA for low-disturbance activities necessary for micro hydrokinetic projects

Mandates a Congressional report on environmental, economic, and electricity reliability impacts either 5 years after enactment or when 50 licensed micro hydrokinetic projects have operated for at least 1 year, whichever comes first
