Authorizes the President to issue letters of marque and reprisal commissioning private individuals and entities to seize persons and property of cartel members, cartel-linked organization members, or associated conspirators responsible for acts of aggression against the United States

Operations must occur outside U.S. geographic boundaries and territories, with commissioned parties permitted to use "all means reasonably necessary" to conduct seizures

Requires recipients of letters of marque and reprisal to post a security bond in an amount determined by the President to ensure compliance with terms and conditions

Defines "cartel" as organizations designated under the January 20, 2025 Executive Order on Foreign Terrorist Organizations and Specially Designated Global Terrorists, or transnational criminal organizations under 21 U.S.C. 2341(5)
