Establishes the Commission on the Federal Regulation of Cannabis within 30 days of enactment to study and recommend a pathway to federal cannabis regulation modeled after alcohol regulation frameworks

Commission must publish initial findings within 120 days and final recommendations within 1 year, including public comment periods and witness hearings featuring cannabis industry representatives and individuals formerly incarcerated for cannabis offenses

Commission membership includes 31 members from federal agencies (DOJ, FDA, IRS, VA, USDA, HHS, and others), congressional appointees, state cannabis regulators, and representatives from affected communities

Directs the Commission to address cannabis criminalization impacts on minority and veteran communities, financial services access for cannabis businesses, research barriers, product safety standards, interstate commerce, and federal tax frameworks

Commission has no rulemaking authority, members receive no additional compensation, and the Attorney General provides staff and administrative support
