Amends the Immigration and Nationality Act to classify DUI/DWI offenses as "aggravated felonies" when the offense results in death or serious bodily injury to another person

Applies to driving under the influence of alcohol, controlled substances, or any other illegal narcotic or intoxicating substance

Classification as aggravated felony applies regardless of whether the conviction is categorized as a misdemeanor or felony under federal, state, tribal, or local law

Makes noncitizens convicted of or admitting to these qualifying DUI offenses inadmissible to the United States under federal, state, or foreign law

Takes effect upon enactment and applies retroactively to past convictions for immigration actions taken after the effective date
