Prohibits federal funds for deploying U.S. military or intelligence personnel in Venezuela without congressional authorization for: military operations against the regime or people, assisting law enforcement arrests, military occupation or governance, providing security to private oil companies, or any other unauthorized activities

Permits defense against Venezuelan attacks on U.S. personnel or facilities located outside the United States

Allows intelligence collection and counterintelligence activities, security for U.S. diplomatic presence, and efforts to secure release of wrongfully detained Americans

Authorizes intelligence activities for interdicting illicit narcotics emanating from Venezuela and countering activities of China, Russia, Iran, and North Korea in Venezuela and neighboring countries
