Defines "public charge" as an alien receiving one or more public benefits for more than 12 months within any 36-month period, with receipt of two benefits in one month counting as two months

Expands "public benefits" to include SSI, TANF, SNAP, Section 8 housing vouchers, public housing, Medicaid (excluding emergency care, children under 21, and pregnant women), ACA premium subsidies, and any future federal, state, local, or tribal benefit programs

Requires USCIS to publish a comprehensive list of all public benefits affecting public charge determinations within 180 days and update it as new programs are created

Mandates public charge bonds of at least $10,000 for aliens likely to become public charges, forfeitable if the alien receives qualifying benefits within 10 years of admission

Exempts refugees, asylees, and military members and their dependents from public charge inadmissibility; prohibits waivers for all others unless specifically authorized by Congress
