Amends Section 107(b)(2) of the Trafficking Victims Protection Act of 2000 to change mandatory spending provisions to discretionary ("shall" to "may")

Increases the allowable allocation for certain grant-related expenses from 3% to up to 7%

Raises the cap for training and technical assistance activities from 5% to up to 10%, and expands permissible uses to include strengthening program administration and budgeting

Maintains the cap for evaluation activities at up to 1% (unchanged from current law)

Increases the maximum federal share for trafficking victim assistance grants from 75% to 95%
