Prohibits Department of Defense funds from being used to blockade, occupy, annex, conduct military operations against, or assert control over any NATO member state's sovereign territory without authorization from that state or the North Atlantic Council

Prohibits Department of State funds from being used to develop, support, or implement plans for U.S. control over NATO member territory under the same conditions

Includes an exception permitting the United States to defend itself or allies from armed attacks or credible imminent threats

Congressional findings state that occupation of NATO ally territory would violate the UN Charter and North Atlantic Treaty, potentially weakening NATO to serve Russian and Chinese strategic interests
