Reauthorizes the Agriculture Advanced Research and Development Authority (AGARDA) for fiscal years 2027 through 2031, removing "pilot" designation to establish it as a permanent program

Doubles annual funding authorization from $50,000,000 to $100,000,000 per fiscal year, and allows the Secretary to use other unobligated USDA funds for the program

Expands research scope to include water conservation technologies, greenhouse gas emission reduction and sequestration from agriculture, and resilience to drought, infectious diseases, and plant/animal pathogens and pests

Requires the AGARDA Director to work in close collaboration with the Office of the Chief Scientist while maintaining independence from other USDA program heads

Directs the Secretary to use the 2022 strategic plan to inform AGARDA administration going forward
