Requires the Commissioner of Social Security to publish an updated list of qualifying terminal conditions every 5 years through formal rulemaking, and mandates congressional approval via enacted legislation to add new conditions to the Compassionate Allowance list

Prohibits concurrent receipt of Social Security disability benefits and unemployment compensation, reducing disability benefits to zero for any month an individual receives unemployment insurance

Authorizes SSA to enter agreements with states and federal agencies to share unemployment compensation data for enforcement purposes

Allows SSA to reduce overpayment recovery amounts to as low as 10% of monthly benefits (instead of 100%) when full recovery would defeat the purpose of the program
