Physicians must provide at least 24 hours actual notice (or constructive notice via certified mail) to a parent before performing an abortion on an out-of-state minor, with violations punishable by up to 1 year imprisonment

Individuals who have committed incest with a minor and transport that minor across state lines for an abortion face up to 1 year imprisonment, regardless of parental involvement exceptions

Exceptions apply for life-threatening medical emergencies, court-issued judicial bypass documentation, and cases where the minor reports sexual abuse, neglect, or physical abuse by a parent

Parents harmed by violations may pursue civil action for relief, and the law takes effect 45 days after enactment
