Secretary of Veterans Affairs must inform veterans of 10 enumerated rights including access to VA or VA-authorized health care providers, respectful treatment, informed consent, benefits awareness, privacy protections, grievance filing, transparent claim status communication, and appeal rights

VA must integrate these rights into all policies, directives, patient materials, and employee training programs, with annual training required for all Department employees

Rights must be prominently displayed at all VA facilities, on the VA website, and accessible through the VA mobile application and eBenefits portal within 180 days of enactment

Each VA medical facility must designate a patient advocate or ombudsman to conduct annual compliance audits reviewing veteran satisfaction surveys and grievance resolution timeliness

Does not create new causes of action for damages or judicially enforceable rights beyond existing federal law, and does not alter statutory eligibility requirements for VA care or benefits
