Amends the Atlantic Coastal Fisheries Cooperative Management Act to require the Secretary of Commerce to account for ecological changes, including shifts in fish abundance and distribution, when establishing or revising quota allocations between states and federal management units

Creates a formal process for the Secretary to determine when a fishery has shifted substantially into another Regional Fishery Management Council's jurisdiction, based on documented changes in stock distribution, recreational fishing effort, or landings revenue

Requires affected Councils to designate lead responsibility or jointly prepare fishery management plans within 1 year of notification, with the Secretary making the designation if Councils cannot agree

Establishes new requirements for adding fisheries or fishing gear to authorized lists, including Council analysis showing minimal adverse effects on essential fish habitat, existing fisheries, fishing communities, and marine ecosystems

Mandates reports to Congress every 5 years on implementation, with the Act taking effect 180 days after enactment
