Declares that the constitutional right to life is vested in every human being beginning at the moment of fertilization, cloning, or other moment an individual comes into being

Defines "human person" and "human being" to include all members of the species homo sapiens at all stages of life, including preborn

Invokes Congress's authority under the 14th Amendment and Article I to implement equal protection for preborn persons

Explicitly states the Act shall not be construed to require prosecution of women for the death of their unborn children, prohibit in vitro fertilization, or prohibit birth control or other means of preventing fertilization

Applies to all 50 states plus the District of Columbia, Puerto Rico, and U.S. territories
