Establishes a 3-year pilot grant program for school food authorities where 50% or more of students qualify for free/reduced-price meals to provide 100% plant-based breakfast and lunch options containing no animal products

Authorizes $10,000,000 for fiscal year 2026 (available through 2030) for the plant-based food pilot, with grants usable for staff training, food procurement from local and underserved farmers, student education, and technical assistance

Creates a separate pilot program with $2,000,000 authorized to reimburse eligible school food authorities for the full cost of providing nondairy milk substitutes, with priority given to schools serving students with lactose intolerance

Expands dietary accommodation requirements to cover "special dietary needs" including religious or moral convictions, not just disabilities, and allows students (not just parents/guardians) to request substitutions

Requires grant recipients to submit annual reports on plant-based meals served and students reached, with the Secretary reporting findings to Congress
